There was a time, way back, when licences and registrations were barely even thought of. With the passing of time, along came requirements for having to seek 'permission' to engage in various actions -- instance these days the needing of a Driver License, and in almost all states a permit to carry a firearm -- the list of 'permissions' is actually quite long, and increasing.
We might as well also include the constant push for registration of almost anything - the means to track and control. As today's Police State becomes ever more apparent it has to be wondered how long it might be before we are all subjected to regular random stops and the question "Papeiren Bitte".
