It would appear that here is an Italian elected official, who has become tired of his constituents being unable to have an effective means of self-defense. His approach is seemingly very altruistic.

An Italian mayor has vowed to pay citizens €250 towards the cost of a gun after accusing the country's government of failing to protect 'honest Italians' with its 'jail-emptying laws'.
